The Hubert H. Humphrey Fellowship Program brings young and mid-career professionals from developing countries to the United States. This Fellowship program is ten months of non-degree graduate education and related practical work experiences. The Humphrey program was established in 1978 to honor the late Senator and Vice President of the United States, Hubert H. Humphrey.

Young and mid-career professionals in leadership positions dedicated to public service and the possibility for professional progress are ideal applicants.

    Eligibility Criteria

    In addition to the General Prerequisites, the applicant must meet the following:

  • list items Applicants must have a four-year bachelor's degree, a completed master's degree, or a full-time postgraduate diploma if the bachelor's degree is shorter than four years in length.
  • list items They need to have at least five years of substantial professional experience in the respective field (prior to August 2024) and be eligible for leave.
  • list items Applicants need to have demonstrated leadership qualities and a record of community service to become eligible for the fellowship program;
  • list items And must give the undertaking to return to India upon completion of the fellowship.

  • list items Before you begin with your online application, read the Hubert H Humphrey_Applicant Instructions carefully. 
  • list items If you are employed at the time of applying, it is required to add the Employer's Endorsement Form along with the application.
  • list items The signed copy of the employer's endorsement form should be forwarded through the cadre controlling authority in the case of central or state government personnel. In the case of employed candidates, the employer's comments on the employer's endorsement form must indicate that leave for the fellowship will be given. On your online application, please provide a scanned copy of the employer's endorsement. 
  • list items Applications that are incomplete or submitted after the deadline will not be considered.
  • list items Applicants should invite two referees via their online application portal and suggest that they submit their recommendations electronically in accordance with the parameters outlined in the applicant instructions.     Late July 2024 Screening applications to choose candidates
    End July 2024 USIEF notifies applicants of the evaluation outcomes
    Mid-August 2024 Short-listed candidates to be interviewed on a national scale
    End August 2024 The nominees are notified by USIEF. Nominees to take TOEFL
    October 2024 Nominee applications are forwarded to the Humphrey Program Office in Washington, D.C. by USIEF
    February/March 2025 The Humphrey selection cable is expected to arrive in Washington, D.C.
    February/March 2025 The finalists are notified by the USIEF
    April 2025 For fellows who require Long-Term English Training, a 4-month intensive English program begins.
    June/July 2025 Pre-academic preparation in the United States begins for fellows who require 8 weeks of English training (if necessary)
    August/September 2025 The Humphrey program gets underway.
