The Hubert H. Humphrey Fellowship Program brings young and mid-career professionals from developing countries to the United States. This Fellowship program is ten months of non-degree graduate education and related practical work experiences. The Humphrey program was established in 1978 to honor the late Senator and Vice President of the United States, Hubert H. Humphrey.
Young and mid-career professionals in leadership positions dedicated to public service and the possibility for professional progress are ideal applicants.

- The Humphrey Fellowship covers the tuition and fees of the applicant.
- A monthly maintenance allowance is provided.
- The Accident and Sickness Program for Exchanges is for the health protection for applicants that is provided to the applicants.
- A modest allowance for books and supplies is made by the Humphrey Fellowship.
- After being selected for the Humphrey Fellowship Program, the foundation covers the round-trip international air travel to the host institution, Domestic travel to the Washington, D.C. workshop, and
- Allowances for professional activities such as field trips, professional visits, and conferences are all included in a Humphrey fellowship.
These fellowships do not include a stipend for dependents, and the grant stipend is insufficient to support family members. The program will feature a number of activities in which dependents will be difficult to include.
Eligibility Criteria
In addition to the General Prerequisites, the applicant must meet the following:
- Applicants must have a four-year bachelor's degree, a completed master's degree, or a full-time postgraduate diploma if the bachelor's degree is shorter than four years in length.
- They need to have at least five years of substantial professional experience in the respective field (prior to August 2024) and be eligible for leave.
- Applicants need to have demonstrated leadership qualities and a record of community service to become eligible for the fellowship program;
- And must give the undertaking to return to India upon completion of the fellowship.

- If you are employed at the time of applying, it is required to add the Employer's Endorsement Form along with the application.
- The signed copy of the employer's endorsement form should be forwarded through the cadre controlling authority in the case of central or state government personnel. In the case of employed candidates, the employer's comments on the employer's endorsement form must indicate that leave for the fellowship will be given. On your online application, please provide a scanned copy of the employer's endorsement.
- Applications that are incomplete or submitted after the deadline will not be considered.
- Applicants should invite two referees via their online application portal and suggest that they submit their recommendations electronically in accordance with the parameters outlined in the applicant instructions. The referee(s) must submit a private reference report by the application date.
